History & meaning
Four kings is a lot of kings for one name. Béla III, raised at the Byzantine court and briefly heir to it, came home in 1172 with imperial habits and ran one of the wealthiest courts in Europe out of Esztergom. Béla IV inherited a country the Mongols wrecked in 1241 and spent the rest of his reign rebuilding it in stone, which is why Hungarians call him the second founder of the state. The name arrived with the dynasty and stayed attached to it.
What it means is another matter. The guess an English speaker reaches for first, Slavic běl for white, is one candidate among several and not the strongest; others start from Hungarian bél, the inside or core of a thing, or from Turkic. The reason the question is hard is the reason it is interesting. Hungarian is a Uralic language sitting inside a Slavic and Germanic neighbourhood it is not related to, so an eleventh-century royal name can look plausibly native and plausibly borrowed at the same time. Sources that hand you one confident gloss are overselling.
Why parents choose it
The sound does most of the work: a long open first syllable, a soft landing, nothing sharp anywhere. It also carries a run of serious bearers in music and film, which is rarer than it sounds for a name of two syllables. One thing to know before using it abroad: Bela reads as a girl's name in Portuguese and in parts of the Spanish-speaking world.

Famous Bélas
Béla Bartók (1881–1945) composed and, with a phonograph and a notebook, collected thousands of peasant songs across Hungary, Romania and Slovakia, which changed both his music and the study of folk music generally. Béla Lugosi was born Béla Blaskó in the town of Lugos and took his stage name from it before playing Dracula in 1931. Béla Tarr made Sátántangó and a career out of very long takes.

László is the other great Árpád king's name, and a saint besides. Géza has the same two-syllable shape and an even older pedigree. Kálmán gives you the royal line with more consonant to hold on to.
