History & meaning
Emlyn was a place long before it was a person. In the medieval administrative map of south-west Wales it is a commote straddling the Teifi, split by the little river Cuch into Emlyn Uwch Cuch and Emlyn Is Cuch — above and below the Cuch. The Marcher castle built there in the thirteenth century took the district's name, and Newcastle Emlyn still carries it. Welsh has a long habit of turning territory into personal names: Meirion comes out of Meirionnydd, Trefor and Dyfed travelled the same road, and Emlyn joined them in the nineteenth century, first as a surname and then as a given name in its own right.
What Emlyn originally meant is the honest gap in this page. The most-repeated explanation breaks it into am and glyn, "about the valley" — attractive, because glyn really is the Welsh word for a valley, but not demonstrated. A competing account routes it through the Latin personal name Aemilianus, which would make Emlyn a distant cousin of Emil rather than a landscape word at all. Serious place-name scholarship leaves the question open, and so should anyone naming a child. What you can say with certainty is that the name is Welsh, that it is old, and that it belongs to a specific stretch of country.

It sounds settled and slightly formal without being stiff, and it has the useful quality of being obviously Welsh yet spellable on the first attempt anywhere in the English-speaking world. Two even syllables also make it forgiving with long surnames.

Emlyn Hughes (1947–2004) captained Liverpool and England, took two European Cups, and was known throughout his career as Crazy Horse. Between them they gave the name a stage half and a terraces half.
