History & meaning
Svatý is holy, the word in front of every Czech saint's name, and pluk is still the ordinary word for a regiment. Together they give a sanctified army, or the man at its head. The second element is rare in personal names — the compound system generally prefers glory, peace and rule — which makes Svatopluk stand slightly apart from the Václav and Vladislav family even though it is built the same way.
Svatopluk I is the reason the name exists at all in Czech. He took Great Moravia from his uncle Rastislav in 870 by handing him to the Franks, and then ruled a state that at its height covered Moravia, Slovakia, Bohemia and a good deal of Pannonia and Silesia. Pope John VIII placed him under papal protection in the letter Industriae tuae of 880 and confirmed the Slavonic liturgy of Constantine and Methodius, a decision without parallel in the western church of the period. Bořivoj of Bohemia was baptised at his court. Constantine Porphyrogenitus preserved the story of his deathbed, where he had his three sons try to snap a bundle of rods together and then break them one at a time; the sons ignored the lesson and Magyar horsemen finished the state within fifteen years of his death in 894. Bratislava Castle put up an equestrian statue of him in 2010, since Slovaks claim him as readily as Czechs do.
Why parents choose it
This is a deliberate name. Nobody arrives at it by accident, and no Czech hears it without hearing the ninth century. Four syllables and a consonant cluster make it a commitment, softened in daily use by Svaťa.

Famous Svatopluks
Svatopluk Čech was the satirist of the national revival whose Mr Brouček, a complacent Prague landlord, was dispatched to the moon and to the Hussite fifteenth century; the Čech Bridge over the Vltava is named for him. Svatopluk Beneš acted on Czech stages and screens from the 1930s into the 1990s. Svatopluk Karásek sang in the underground, signed Charter 77, was imprisoned for his songs, and later sat in the Czech parliament.
Consider instead
Bořivoj is the Bohemian counterpart, a generation later and baptised at Svatopluk's court. Vratislav gives the same early-medieval weight with a Bohemian crown behind it. Václav is the same history in a name people abroad have actually heard. All three are on the Czech names page.
