Winston is a place before it is a person. Old English Wine was a personal name meaning friend, and tūn meant a farmstead or settlement, so a Winston was Wine's place — there are villages of the name in County Durham and in Suffolk. The surname followed the villages, and one family carried it into the English aristocracy.
That is the crucial step. Sarah Winston married John Churchill in the seventeenth century, and their son was christened Winston Churchill in 1620, planting the mother's surname as a Churchill first name. It resurfaced two centuries later on the man who used it: Winston Leonard Spencer Churchill, born at Blenheim in 1874, prime minister through the Second World War and the 1953 Nobel laureate in Literature. Essentially every Winston since is downstream of him, including a large cohort of Jamaican men born in the 1940s and 1950s, when the name was strongly associated with the wartime alliance.

It sounds like someone. Winston has more character than most two-syllable surname names, the association is with resolve rather than with anything divisive for most parents, and Win is a short form that is hard to dislike.
