History & meaning
In Arabic, amīr is a word of authority before it is a name. It comes from the root '-m-r, to command, and it names a commander or prince — the title in amīr al-mu'minīn, commander of the faithful, borne by caliphs, and the source of the rank emir still used from Qatar to northern Nigeria. European sailors borrowed a version of it during the Middle Ages and turned it into admiral. As a personal name it spread with Islam far beyond Arabic, into Persian, Urdu, Bosnian and Turkish, often as the first half of a compound.
The Hebrew amir is a different word entirely, and a much quieter one: it denotes the crown of a tree, the topmost branches, and by extension something lofty or mighty. It belongs to the family of nature names that modern Israeli parents took up in the twentieth century alongside Oren for pine, Alon for oak and Erez for cedar. The result is a name that two communities with little else in common have each used for generations, each with its own etymology and no borrowing between them.
Why parents choose it
Amir is one of the shortest genuinely international names available. It has no consonant cluster, no silent letters and no English rhyme to worry about, so it survives roll calls in any language a family is likely to encounter. For parents of mixed heritage it does something rarer still: it is authentic in two traditions at once, without either being a translation of the other.

Amir Khan took Olympic silver for Great Britain at seventeen and went on to unify light-welterweight titles. Amir Peretz led the Israeli Labor Party and served as Minister of Defense. Note that the Indian actor Aamir Khan spells his name differently because it is a different word.
Consider instead
For the same brevity with a comparable weight of meaning, Ali means high or exalted in Arabic. Aziz carries mighty and beloved in the same language. From the Hebrew side, Ari is lion, and matches Amir for shortness almost exactly.
