History & meaning
Sabino Arana wanted a Basque Anthony, and Andoni is what he produced. The underlying name is Roman: Antonius, a plebeian clan name — Mark Antony's clan — probably Etruscan in origin, with no meaning anyone can recover. The tidy "flower" gloss came later by association with Greek anthos, and it is decoration rather than etymology. What made the name universal was not Rome but two saints: Anthony the Great, the Egyptian hermit, and Anthony of Padua, the thirteenth-century Franciscan invoked for lost things, who in Catholic Europe is everywhere.
Basque already had a popular form of the name, Antton, with the doubled t the language uses for affection, and it still does. Andoni is the formal alternative, published in the Deun-Ixendegi Euzkotarra of 1910, the name-list that proposed a Basque saint for every day in the calendar and reshaped Basque naming permanently. Arana's politics were his own and are argued about still; the list outlived them, and a large share of the men's names used in the Basque Country today are forms he either coined or approved. Andoni is one of the outright coinages, and it took: within two generations it had stopped sounding invented.

Three open syllables with the weight in the middle, no consonant cluster anywhere, and a saint behind it who needs no explaining in any Catholic country. It is also one of the few Basque names that reads as friendly rather than flinty.
