History & meaning
The character is a picture of the hour it names: 日, the sun, sitting on top of 辰. 晨 is not a poetic word in Chinese but a working one, the first half of 早晨, the morning, and Chinese naming likes it for the reason English likes Dawn and Aurora — a day that has not been spent yet. What the romanisation cannot tell you is which character is meant. 辰 also reads Chen and covers the celestial bodies and the divisions of the day, as in 星辰 xīngchén, the stars. 宸 reads Chen and means the emperor's residence. Naming any of these as the meaning of Chen without naming the character would be a guess dressed up as a fact.
Then there is the surname, which is the first thing most readers will think of and which is a genuinely different word. 陳 Chen descends from the state of Chen in the early Zhou period; it is one of the handful of commonest surnames in China and the single commonest in Taiwan, and its regional readings are why one extended family can be Chen in Beijing, Chan in Hong Kong and Tan in Singapore. All three are the same character. As a given name, by contrast, 晨 rarely stands on its own in mainland registers, where two-character given names dominate; it prefers company.

Chen is one syllable, spelled in a way that gets English speakers close on the first try, and it means something warm without being sentimental about it. The obvious cost is the collision.
