History & meaning
The word came first. Dhruva is an ordinary Sanskrit adjective meaning fixed or immovable, used of anything that stays put, and Indian astronomy applied it to the obvious candidate: the star the whole sky appears to turn around, the dhruva-tārā. So the name is a description before it is a story, and the direction of borrowing runs from the word to the star to the boy.
The boy is why anyone remembers it. The Vishnu Purana and the Bhagavata Purana tell of Dhruva, five years old, son of King Uttānapāda and his neglected queen Sunīti. When the favoured queen Suruchi tells him he has no right to his father's lap, he walks out and into the forest. The sage Nārada tries to send him home, fails, and gives him a mantra instead. The austerities that follow are so severe that Vishnu appears, and the boon Dhruva is given is his own name made literal: a station above the seven sages, fixed, while everything else revolves.
