History & meaning
Most names are words. This one is an argument. Eliyyahu breaks into El, god, and Yahu, the God of Israel, with the possessive in between: my God is Yahweh. That is not a description of a child, it is a position statement, and it fits the man who carries it in 1 Kings, where Elijah spends his career opposing the worship of Baal and stages the contest on Mount Carmel to settle which god answers. The second book of Kings then removes him from the story in a whirlwind, with a chariot of fire — an exit that made him the prophet expected to return, and the reason a cup is still poured for him at the seder table.
The Greek New Testament writes the prophet's name as Elias, which is how the King James Bible renders him in the Gospels while keeping Elijah in the older books. Both forms went into English and both survive: Elias across Europe, Elijah in the English-speaking world. Elijah has been especially well used in African American naming, and it has held a place inside the American top 100 without interruption since the 1990s, arriving at #7.

Weight, mostly, and then relief from the weight. Three syllables of Old Testament prophet is a serious thing to hand a baby; Eli is a completely unserious two-syllable escape hatch that arrives free with it.
