Start with a family, not a word. The gens Julia was one of Rome's oldest patrician houses, and it claimed descent from Iulus, son of Aeneas, and therefore from Venus — a genealogy that was politically useful long before it was plausible. Iulianus was the adjective built from that family name, given to men adopted into the line or attached to it, and it is that adjective, not Julius itself, that became Julian. What Julius originally meant is not recoverable with confidence; the Iulus story is the ancient explanation, and one modern suggestion points to the Greek ioulos, downy-bearded.
Christianity kept the name in circulation through several saints, and history kept it interesting through Julian, emperor from 361 to 363, the last Roman emperor who was not a Christian. Medieval England used it for daughters as well as sons — the fourteenth-century mystic Julian of Norwich is the famous case — before the feminine line drifted off into Gillian and Jill. The masculine name stayed, quietly, and then began rising in the United States through the 1990s and 2000s to its present #25.

Portability is the practical answer.
