History & meaning
福 travels in a set of three. Phúc, Lộc, Thọ — blessing, prosperity, longevity — are the three star gods whose figures stand on household altars at Tết and whose names, in the southern reading, are painted above Phước Lộc Thọ, the Asian Garden Mall that anchors Little Saigon in Westminster, California. On its own the character means good fortune of the received kind: not luck, which arrives at random, but blessing, which is understood to come from somewhere. Vietnamese builds happiness itself out of it, hạnh phúc, and welfare too, phúc lợi.
The most interesting compound is phúc đức, which yokes blessing to virtue and names a specifically Vietnamese idea: that the good a person does accumulates as a fund their children draw on. To say a family has phúc đức is to credit the parents and to predict for the child. The character also sat at the centre of the state for a century and a half, since the Nguyễn dynasty's clan name was Nguyễn Phúc 阮福, and the emperor who founded it in 1802 as Gia Long was born Nguyễn Phúc Ánh. The surname there is Nguyễn 阮, not the given name Nguyên 元, which is a different word again.
Why parents choose it
For the meaning, which is about as warm as a one-syllable name gets, and for the tradition standing behind it. The obstacle is not subtle. Written without its tone mark, as passports and school registers will write it, Phuc lands close enough to an English obscenity that a child will hear about it. Families abroad handle this in three ways: they place it in the middle slot, they keep the accent in every context they control, or they accept the friction because the name is worth it. All three are common, and none of them is wrong.

Famous Phúcs
Nguyễn Xuân Phúc served as prime minister of Vietnam from 2016 to 2021 and then as president until 2023. Nguyễn Phúc Ánh took the throne in 1802 as Emperor Gia Long, unified the country and founded the last Vietnamese dynasty. Phan Thị Kim Phúc, photographed by Nick Út at Trảng Bàng on 8 June 1972 in the image that did more than any other to turn opinion against the war, later settled in Canada and became a UNESCO Goodwill Ambassador; she is a reminder that the name is given to girls as well.
