History & meaning
The name is a verb wearing a crown. Přemýšlet is the ordinary Czech word for thinking something through, contriving, turning a problem over, and it is built from pře-, through or across, on mysl, the mind. Přemysl is the man who works it out. Polish holds the same name as Przemysł, and expanded it into the compound Przemysław by adding the glory element that governs so much Slavic naming.
Bohemia's founding story turns on him. Libuše, the prophetess ruling from Vyšehrad, was told that a woman's judgement was not enough, so she sent envoys after her horse; it stopped at Stadice, where a ploughman was working his field. He finished the furrow, ate his bread from an iron table, and came to Prague as her husband, keeping his bast shoes so his descendants would remember where they started. The shoes were still shown at Vyšehrad centuries later. From that legend the Přemyslids took their name, and from Bořivoj, the first duke history can actually document, they held Bohemia for roughly four hundred years, ending in 1306 when Wenceslas III was murdered at Olomouc and the male line stopped. The high point came earlier, under Přemysl Otakar II, the Iron and Golden King, whose lands reached the Adriatic until he fell at the Marchfeld in 1278. Smetana set Libuše's prophecy to music, and his opera opened the National Theatre in 1881.
The ř, and how to get near it
Czech has one sound no other language uses, and this name puts it second. The letter ř is a rolled r produced with the tongue buzzing at the same time, so an r and a zh happen together rather than in sequence; Czech children are often the last in Europe to master it, and speech therapists there work on nothing else. After the voiceless p it loses its voicing, so the practical English approximation is PSHEH, as if the name began "pshe-". Getting to "przh" is better, and Czechs will hear the effort. It is the same letter that trips foreigners in Dvořák.
Why parents choose it
This is a patriot's name and Czech parents know exactly what they are saying with it. It is also a genuinely nice meaning, thoughtfulness rather than force, from a tradition heavy with war and glory.

Přemysl Otakar II ruled Bohemia from 1253 to 1278 and was a candidate for the imperial throne. Přemysl Pitter, the humanitarian, ran homes for Prague's poorest children between the wars and after 1945 sheltered Jewish and German children together; he is honoured at Yad Vashem as Righteous Among the Nations. Přemysl Sobotka served as President of the Czech Senate from 2004 to 2010.
