涛 is a weather word as much as a water word. It does not mean ripples. It is the term in 波涛 bōtāo, waves and breakers, and in 惊涛骇浪, terrifying billows and frightening swells, the set phrase Chinese reaches for when describing a crisis nobody saw coming. Classical poets used it for the boom of surf on rock and, by extension, for wind moving through a pine forest, which they heard as the same sound. Given to a boy, the character is not a beach; it is open water with something happening on it.
The English spelling causes a specific and very common confusion, so it is worth clearing up. The Tao of the Tao Te Ching is 道, the way, pronounced dào. It looks like this name only because Wade-Giles, the romanisation that shaped how Chinese words entered English before pinyin, wrote that syllable Tao and the book titles stuck. Meanwhile 陶 Táo, pottery, is a surname, the one carried by the fifth-century poet Tao Yuanming, who quit officialdom for a bean field and has been quoted about it ever since.
