Wouter
Wouter is the Dutch Walter, and it means the commander of the host. It also opens on the vowel English speakers most often get wrong: ou in Dutch is the ow of mouth.

History & meaning
Waldhari is a Frankish compound. Wald is rule or power, the same element that gives English wield and the -wald of Oswald; heri is an army or host, and it stands in Herbert, Herman and modern German Heer. Together they make a commander. The name was current across the Frankish world by the ninth century, and it has an epic to itself: the Latin Waltharius, written in a monastery around the tenth century, follows Walter of Aquitaine escaping Attila's court with a hostage bride and fighting off ambushes in the Vosges. The Normans carried the name to England, where it settled as Walter, while the Low Countries kept working on it and arrived at Wouter.
The Dutch form crossed the Atlantic early. Wouter van Twiller, a young clerk of the West India Company who had married into the right family, was sent out in 1633 as director of New Netherland and ran the colony for five years from the fort on lower Manhattan, quarrelling with the English on the Connecticut River and doing rather well for himself. Two centuries later Washington Irving put him in the comic History of New York as Wouter Van Twiller, called Walter the Doubter, a man so deliberate that he never finished making up his mind about anything. The nickname stuck, unfairly and permanently.
Why parents choose it
At home it is entirely ordinary, warm and unshowy, the kind of name nobody comments on. Abroad it is Walter with a Dutch accent at a moment when Walter itself is coming back, and the clipped form Wout is a useful escape hatch.

Famous Wouters
Wouter Bos led the Dutch Labour Party and served as finance minister through the banking crisis of 2008, nationalising a large part of the country's financial sector in a single autumn. Wouter Hamel has been one of the most successful Dutch jazz-pop singers since winning the Dutch Jazz Vocalist Award as a student. The clipped form belongs to two very well-known athletes, the cyclist Wout van Aert and the striker Wout Weghorst.

Walter is the same name in English and is in the middle of a revival. Hendrik is the other great Dutch ruler-compound and a heavier choice. Otto keeps the Germanic weight in four letters.
