History & meaning
Two things called Jay arrived in English by different roads and now share a name page. The older is the bird. Old French jai gave Middle English its word for the loud blue-flashed corvid, and behind the French sits Late Latin gaius. Where that came from is genuinely unsettled: some trace it to the Roman personal name Gaius, others to plain imitation of the bird's harsh call, and the dictionaries hedge. Jays were proverbial for chatter and finery long before anyone named a child after one.
The other Jay is a letter. English has always been happy to call a man by his initial, and by the nineteenth century Jay was the standing shortcut for anyone whose name began with J — James, Jacob, John. American usage cemented it. F. Scott Fitzgerald knew exactly what he was doing when he had James Gatz reinvent himself as the fictional Jay Gatsby: the initial sounds self-made. Jay also came into use as a first name in its own right on the back of the surname, borne most famously by John Jay, who negotiated the treaty that ended the American Revolution.
Why parents choose it
One syllable, one sound, nothing to explain. Jay is brisk without being blunt, it sits well against long surnames, and it gives a child no nickname to grow out of. It also works in the other direction: name a boy Jonathan or Jeremiah and Jay is waiting there if he ever wants something shorter.
Middle names for Jay

Famous Jays
Jay Leno hosted The Tonight Show for most of two decades, having been born James Douglas Muir Leno. Jay Chou has been one of the defining figures in Mandarin pop since the early 2000s. Shawn Carter took Jay-Z as a stage name, which is its own kind of tribute to the letter.
Consider instead
Jude keeps the single syllable and the J and adds a saint. Kai is the same length with a wider international footprint. Max gives you the same no-nonsense brevity if the bird association is not what you are after.
