Khosrow
Persian keeps a byword for the fair ruler, and it is a name. Khosrow I reigned from 531 to 579 and is still called Anushirvan the Just, the standard against which Persian writers have measured every ruler since.

History & meaning
The Avestan original, Haosravah, is transparent: good plus fame, a man well spoken of. What makes the name unusual is that it lands twice in Iranian memory. In the Avesta and then in the Shahnameh it belongs to Kay Khosrow, a king of the legendary Kayanian line who avenges the murdered Siavash, wins everything, and then, rather than let power corrupt him, walks into the mountains and disappears into a snowfall. In history it belongs to two Sasanian emperors. Iranians hear both at once, and the legendary Khosrow is the reason the historical one was measured so generously.
Khosrow I ruled from 531 to 579 and earned the epithet Anushirvan, of the immortal soul. He rebuilt the tax system on surveyed land rather than guesswork, restructured the army, and made his court a destination: when Justinian closed the philosophical schools of Athens in 529, several of their teachers went east to him, and the reign is associated with chess arriving from India and with the Indian fable collection that Middle Persian translators turned into what Arabic would call Kalila wa Dimna. His grandson Khosrow II Parviz pushed the empire to its greatest extent, took Jerusalem, then lost everything to Heraclius and died in a coup. The name travelled with Persian culture: the poet Amir Khusrau, born near Delhi in 1253, is the most celebrated bearer outside Iran. See Persian names for the wider tradition.
Why parents choose it
It is two syllables of real weight, and the meaning is about reputation rather than force, which is rarer than it sounds in royal names. Parents who want the Sasanian centuries rather than the Shahnameh's monsters usually land here or on Ardeshir. The opening kh is the one obstacle in English, where it will flatten to a k for most speakers.
Middle names for Khosrow

Famous Khosrows
Amir Khusrau (1253–1325) wrote in Persian and Hindavi at the Delhi sultanate court, was a disciple of the Sufi saint Nizamuddin Auliya, and is credited by tradition with shaping the qawwali. Khosrow Sinai (1941–2020) made The Lost Requiem, the documentary that recovered the story of the Polish refugees who reached Iran during the Second World War. Consider instead
Ardeshir founded the dynasty this name is most associated with and is the harder, longer option. Kian is the plural title of the very kings Kay Khosrow belonged to, in a form that needs no explaining. Jamshid stays in the same legendary register with a brighter sound.
