History & meaning
Arabic has two names for Jesus and they are not interchangeable. Muslims say Isa, the form the Quran uses; Arabic-speaking Christians say Yasu, which stays closer to the Hebrew and Aramaic Yeshua the Greek Gospels were working from. Issa is the Swahili spelling of the first of those, and it reached the East African coast the same way Daudi, Musa and Selemani did, on the monsoon traffic that tied Zanzibar and Mombasa to Arabia for a thousand years. How Isa came to have the shape it does is genuinely unsettled among scholars; one derivation runs it through a Syriac intermediary, another notes that the Quran repeatedly pairs Isa with Musa and suspects the forms were levelled to rhyme. Nobody has proved either.
The name also inverts an expectation. In Spanish, Jesús is an entirely ordinary name for a boy; in English it is unthinkable. Swahili sits with English on this — Christian Swahili speakers call Jesus Yesu and would not name a child that — yet the Muslim coast uses Issa freely, because in Islam Isa is a prophet in a line of prophets rather than a divine person, and prophets' names are exactly what you call your sons. One word, two theologies, opposite naming customs. Two unrelated Issas worth knowing about: the Issa are a large Somali clan of the Horn of Africa, and Kobayashi Issa was the great Japanese haiku poet, whose pen name means "one cup of tea".
Why parents choose it
Issa is short, symmetrical and easy in almost any language, which is rare for a name with this much history in it. It reads as modern in America and as thoroughly traditional in Dar es Salaam, and it is one of very few two-syllable names that manage both.

The name's American visibility comes from Issa Rae, creator of Insecure, whose full name is Jo-Issa Rae Diop and whose father is Senegalese.
