History & meaning
Start with what an Iranian hears. Mehr in ordinary speech is affection: mehrabān is kind, mehr-e mādarī is a mother's love, and to be bī-mehr is to be cold. It is also the sun, and it is the seventh month of the calendar, which begins at the autumn equinox and takes the schools back in. Behind all three sits the ancient divinity Mithra, whose story is set out on the page for Mehrdad. The suffix -ān simply means belonging to, so Mehran is the adjective: of the sun, of the warmth, of the god, depending on which layer you are listening for. The festival that carries the same name, Mehregan, falls in mid-autumn and ranks with Nowruz as one of the two great feasts of the Zoroastrian year; it is still observed by Zoroastrian communities in Iran and by Parsis in India, and has been widely revived among secular Iranians as a harvest holiday.
The name is also a very old surname. Mihran was one of the seven great houses of Iran, Parthian aristocratic families who kept their lands and their armies right through the four centuries of Sasanian rule that followed. The Mihranids were seated at Rayy, on the southern edge of what is now Tehran, and they produced commanders for generation after generation: Bahram Chobin, who broke a Turkish invasion and then turned on his own king and briefly took the throne from Khosrow II in 590, was a Mihranid, as was Shahrbaraz, who captured Jerusalem in 614. Branches of the family settled in the Caucasus and ruled there as princes, which is why Armenian and Georgian sources are full of Mihrans and why the Armenian form of the name survives.
Why parents choose it
It is the warmest word in the language dressed as an aristocratic surname, which is an unusual thing for a name to manage. The sound gives an English speaker no trouble, the spelling is phonetic, and it does not carry a religious marking that would make it awkward for a family of any particular faith.

Mehran Karimi Nasseri lived in Terminal 1 of Charles de Gaulle airport from 1988 until 2006, having lost the papers that would have let him enter or leave; DreamWorks paid him for the rights to his story while making The Terminal, and he died in the same terminal in 2022.
